C++ Slippi replay file parser.

Run the following Vcpkg command to install the port.

vcpkg install cppslippi

The package cppslippi provides CMake targets:

find_package(CppSlippi CONFIG REQUIRED)
target_link_libraries(main PRIVATE CppSlippi::CppSlippi)
